LGSC REPACKAGES YEAR 2022 STRUCTURED TRAINING PROGRAMME

In an effort to achieve a global human resources best practice and consolidate the merit-based system for performance management and enhanced productivity in the Unified Local Government Service, the Local Government Service Commission has repackaged the Annual Structured Training Programme (STP).

The Permanent Secretary, Local Government Service Commission (LGSC), Mr. Abiodun Bamgboye, disclosed the development while addressing eligible officers on Grade Levels 13 and 14 in the Unified Local Government Service, at Immaculate Heart Comprehensive High School, Maryland.

He noted that the Revised Structured Training Programme is aimed at supporting capacity building and promoting eligible, competent and productive officers from the lower to a higher grade based on current performance and competencies that may be required in the future.

Explaining the efforts of the Commission to facilitate seamless career progression and the desired efficient service delivery at the Local Government level, Bamgboye reiterated that the RSTP is expected to address the needs of the Unified Local Government Service, including Job Specification Training and Cross-Cutting Knowledge training sessions.

In his words: “The Job Specific Training Session is designed and expected to address the competence of all the LGs/LCDAs officers with the rudiments and technical know-how required for the next promotion post in the various grade levels and cadres”.

“The Cross-Cutting Knowledge Training session is intended to address conversance with the Public Service Rules & Regulations, Provisions of the Extant Circulars, New Trends in the General Management Principles, basic history of the State, as well as highlighting various policy thrusts of Government, programmes and achievements”, he added.

Bamgboye said that apart from having met the seniority criterion, all eligible officers must not be involved in any disciplinary action and are expected to possess three years of maturation from the previous grade level to be eligible for the promotion.

“Officers facing any disciplinary action are not expected to be presented for the ongoing promotion exercise whether it has been concluded or not. The moment the process has started you are no longer qualified to participate in the promotion session”, he explained.

While advising the officers to take the training opportunity seriously, the Permanent Secretary noted that the programme is a reflection of the welfare initiative of the Government, under the leadership of Mr. Babajide Sanwo-Olu, adding that the Lagos State Civil Service Commission is almost completing the Year 2022 promotion exercise.

The Year 2022 Revised Standard Training Programme, which is being conducted by the Local Service Government Commission, is scheduled to take place simultaneously in seven different centres across the State.
